Our sailors and Marines have helped build a system of established maritime rules that ensures free access to trade, encourages peaceful resolution of disputes, and has fostered the development of the United States and many war-devastated Asian countries. In the aftermath of war, our fleet has shaped a legacy of preserving peace. Third and Seventh Fleets in World War II and this year marks their 70th anniversary on station. You have to be here to make a difference, and America’s Navy has maintained a persistent presence in this region for decades. ![]() While the rebalance to the Pacific began almost two years ago, our commitment to this region has never waned. Instability is the enemy of economic growth and prosperity, so our focus is on preventing regional disruption while ensuring $5 trillion in annual commerce flows freely across the vast Indian and Pacific oceans. That is why our military is rebalancing a larger portion of our capabilities and intellectual capital here. After a final tour with the United States Asiatic Fleet in 1921, the USS BUFFALO was decommissioned in 1922.As Americans enjoy Labor Day weekend, I ask that you pause to remember the 68th anniversary of the end of World War II. For the remainder of World War I the USS BUFFALO was stationed off the coast of France and Gibraltar serving the fleet in this capacity. In 1917, the USS BUFFALO transported a special United States diplomatic mission to Russia and upon her return was converted to serve as a destroyer tender. She saw service in the Philippines, Mexico, Nicaragua, and as a part of the China Relief Expedition. ![]() The United States government purchased the ship in 1898, fitted her out as auxiliary cruiser and commissioned her as the USS BUFFALO. The second BUFFALO was the sixth hull constructed by the Newport News Shipbuilding company in 1892 as a commercial vessel. On the twenty-ninth of July in 1813, while serving as Lieutenant Samuel Angus' flagship, the sloop BUFFALO took part in an attack on the British frigate Junon and British sloop-of-war Martin. The first BUFFALO, a five gun block sloop with a crew of forty-four, served as a patrol vessel and flagship of the Delaware Flotilla during the War of 1812. The United States Navy fast attack submarine USS BUFFALO (SSN 715) is the third United States Navy Ship to bear the proud name of BUFFALO.
